Your notarization is performed online by a Florida-commissioned notary, so the notarial act is governed by Florida law (Chapter 117, Part II) no matter where you’re sitting. That makes your document a Florida document — and the Florida Secretary of State is the competent authority to apostille it.

Under the Hague Convention, every US apostille carries exactly the same legal power — a Florida apostille is worth precisely as much as one from California, Texas, or New York. The embassy or registry receiving your document only checks that the apostille is genuine; it doesn’t care which state issued it.
